A national table that unites the reparations movement around the work most of it was never built to do: legislation. We organize the power, statehouse by statehouse, to pass real repair packages through the same legislatures that can one day ratify repair into the Constitution itself. We do it at scale, and we do it with the organizations already in the fight.
Repair moves on two tracks at once. In the states, we win it now. And because a constitutional amendment is ratified by state legislatures, those same statehouses are the road to the 28th. One fight, built from the ground up.

THE MOVEMENT HAS EVERYTHING BUT A POLICY TABLE.
The fight for reparations is older than any of us, and it is global. What it has rarely had is infrastructure built for one job: passing law.
- Callie House built the first mass reparations movement out of the formerly enslaved.
- Queen Mother Audley Moore founded the modern movement and carried a million-signature petition to the White House in 1963.
- N’COBRA (1987) and HR 40 (1989) have kept it alive in Congress ever since.
- CARICOM’s Ten-Point Plan made it global. In 2026 the UN General Assembly named the transatlantic slave trade the gravest crime against humanity, and Pope Leo XIV issued the first-ever papal apology for the Church’s role in legitimizing it.
The movement also holds real debates: who qualifies (lineage versus broader Black America) and what repair is (a check versus comprehensive repair).
The Round Table does not relitigate those debates. It unites the movement on the step everyone needs next: policy. We do it with the methodology we use across The Advocacy League, organizing, mobilizing, power-building, and digital organizing.
The repair package
IT IS A PACKAGE. A STATE CAN PASS IT IN ONE SESSION.
Repair is not one bill, and it does not take a generation. The evidence is already finished and sitting on the shelf: the state task force reports, the UN principles of reparations, the slavery-era disclosure laws already on the books. States have been told to study, then study again, because delay is cheaper than repair. That is a political choice, not a legal one. A state with the will can move the entire package in a single session.
Truth
Document the harm with a task force and an evidence base. Worth doing, but the proof already exists. Recommended, never required, and never an excuse to stall the rest.
Apology & Accountability
A formal apology, and a law requiring the industries that profited from slavery and segregation to disclose what they took.
The Bureau
A reparations agency with the authority and staff to implement, verify, and deliver. Infrastructure, not another study.
Methodology
A clear, lawful process for who qualifies and how, so repair is specific, documented, and defensible.
Material Repair
The remedy itself: housing, education, Black-owned business, health, and direct compensation.
The Funding
Make the corporations that profited help pay for the repair, so "there is no money" stops being the excuse.
The Lock
The 28th Amendment, so no Court, Governor, or election can ever take repair back.
Together the package repairs harm across all eight systems, and it delivers the five UN principles of repair.
It can be done
THE BLUEPRINT ALREADY EXISTS.
It is not theory, and it is not only states. Evanston, Illinois became the first city to fund reparations in the country. California built the nation’s first state reparations bureau in 2025, with an apology and a methodology, though its material-relief bills were vetoed again and again. Cities, states, and institutions have each drawn a piece of the blueprint. The Round Table builds the power to put the whole blueprint into law and activate it at scale, including the funding, so repair never stalls at the part that costs something.

A blue state and a red state will not move the same way, and they should not. The package stays the same; the strategy adapts. The Round Table gives you the framework, the model bills, and the power map to stand up a table where you are, and to win in places people said were impossible. Together, state by state, we will.

What he actually wrote, from a cell built by Mussolini's Fascists, was sharper: “the old is dying and the new cannot be born; in this interregnum, a great variety of morbid symptoms appear.” The interregnum is the in-between, when the old order has lost its grip and the new one has not yet taken hold. The monsters are what rush into the gap.
Today those monsters have names: Project 2025, the Heritage Foundation, the oligarchs and the giants. They are not the new world being born. They are the old one dying.
