THE SITUATION
The Advocacy League's 28th Amendment Project is a national campaign to add a new amendment to the U.S. Constitution — one that addresses the unfinished work of repair, closes constitutional gaps used to deny rights, and enshrines protections for communities that have been systematically harmed.

- Rights that rest only on statutes or court rulings can be gutted in a single morning — as the Voting Rights Act was.
- Constitutional gaps are still used to deny equal protection and block repair.
- Without permanence, every gain is one election or one Court away from being erased.

Article V — The Constitution’s own rule for amending it — passage by two-thirds of both houses of Congress, then ratification by three-quarters of the states (38 of 50).

The Constitution has been amended 27 times — and Article V says it can be amended again: two-thirds of Congress, three-quarters of the states. The 28th finishes the work the 13th, 14th, and 15th Amendments began and left undone.
