THE SITUATION
The Supreme Court Term Limits and Regular Appointments Act (H.R. 1074, introduced Feb 6, 2025) and Rep. Hank Johnson’s TERM Act would give each justice an 18-year active term and a new appointment every two years. Most scholars say lifetime tenure (Article III) means durable reform requires a constitutional amendment — which is why this connects to the 28th.
★ WHY IT MATTERS
A 6–3 Court has gutted the Voting Rights Act and more, with justices serving for decades unaccountable to the people. Regular terms would lower the stakes of each seat and rebuild trust in the Court.
