THE SITUATION
California’s Truth in Disclosure Act (AB 2599) would require every corporation doing business in California with over $100M in revenue to search its records and disclose, under oath, whether it profited from slavery — banking, insurance, railroads, shipping, textiles, tobacco. The state would publish the affidavits on a public, searchable platform by Jan 1, 2028.
Assemblymember Isaac Bryan authored it; it passed the Assembly Judiciary Committee 9–3 in April 2026 — putting California on track to be the first state to require disclosure under oath.
